Compat and Watch checks warn incorrectly

https://mentors.debian.net/package/ifmetric shows the following warnings:

Buildsystem: Package uses debhelper with an old compatibility level No compatibility level set! ... Watch file is not present

The package uses 'Build-Depends: debhelper-compat (= 12)' in debian/control and has a functional debian/watch file. I also got the same compat warning with '12' in a debian/compat file before switching to the new format.
