Re-adds the watch-file plugin.

Some information about the upstream version have been added (only if upstream > uploaded, including version and download url). The specific template has been dropped in favor of the default one.

Note that I had to remove APT::Solver::Strict-Pinning=0 from the CI since it was randomly taking package from backports, sometime not respecting explicit notation in packages (python3-django/buster-backports taken from buster).
