django: plugins: control fields

Django migration: #47 (closed).

This MR re-adds the control fields plugin.

Part of that plugin is now handled natively by debexpo core code.

That includes:

  • Decoding and storing control fields
  • Displaying said fields

Therefore, the plugin only job is now to raise warning QA's when either the Homepage or the VCS-Browser is missing.
