This MR re-adds the RFS plugin.
The following visual change has been made to package detail pages:
- A new section Changelog has been added. The rational is that instead of being hidden in a collapsed QA info. That important piece of information should stand out. Thus, changelog has been removed from the RFS plugin (not from the RFS template) and attributed it own section.
Behavior on the RFS template is unchanged from the pylons version.
Templates and pages related to sponsorship have been converted. Tests and french translation updated.
