Reject uploads for an existing version but for another distribution (Closes #69)

Proposal for fixing #69 (closed).

Uploads for an existing version but a different distribution are rejected with the following message for the uploader:

An upload with the same version but different distribution exists on mentors.
If you wish to upload this version for an other distribution, delete the old one.
