getorigtarball should also download the .orig.tar.gz.asc if available

We keep getting (last instance) support queries due to this limitation of getorigtarball.

Currently uploaders must work around this limitation by uploading the full source (i.e. dpkg-genchanges -sa) themselves, which is exactly what the getorigtarball plugin is supposed to avoid.
