Update dependencies to keep only python3/django packages

All python2/pylons dependencies have been dropped.

libapache2-mod-wsgi has been replace by its python3 version (not co-installable): libapache2-mod-wsgi-py3.

On merge, I'll build, sign, tag and upload on mentors, being ready for installation on the switch over.
