This MR fixes the following issues:

python3-bs4 and python3-requests runtime dependencies to fix bug 1031754
Replaces build dependencies from transitional packages to their target

I also added a (basic) Salsa CI configuration as I think it's useful and to make sure I didn't mess things up and I figured I might as well share that.
