Several build fixes for 3.x

Dan Bungert requested to merge dbungert/audacity:3.x-build into master
  • nasm is explicitly requested, so provide that in build-depends
  • add several other build-depends for assumed libraries
  • macro workaround off64_t issue

Please feel comfortable to decline the merge request and implement better solutions. This exposes further build problems around usage of c++ hash, I stopped there.
