Update to upstream version 1.3

  • Update standards version to latest version 4.6.3
  • Update debhelper to latest version 13
  • d/rules: cleaner implementation without need for autoreconf
  • Use standard make install and .install file rather than .postinst
  • Update to systemd service files to use patched upstream version
  • Systemd now default method of starting service
  • Changed binary install location from custom location to use standard (and upstream default) /usr/sbin
  • Clean all lintian warnings and errors
