Debian bug #1098477

This echoes another bug, but in resolving cyclical dependencies on 1082373, we introduced a problem with the SystemD service failing to start etc. because its installed by nginx-common.

Because we can't easily split the binaries from the flavors, we have nginx-common handle the SystemD problem.

As such we have the problem of either circular dependencies or SystemD service failures.

My proposal is we move the systemd service to its own package separate from common, though I don't know rhe feasibility there.
