Allow to claim a whole user and all its identifiers

For people who have an alioth user with identifiers attached, it could be useful to be able to claim all its identifiers en masse, and delete it (effectively merging).

This might be ok restricted to DDs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
