This is not simply fixing up spelling and grammar, but a full (ish)
review of English language strings and translation structure. This lays
the groundwork for a more formal translation round at a later date.

Some of the phrasing will inevitably be coloured by en_GB preference,
but I don't feel any shame about that.

To avoid FD approval to be challenged if a DD has a doubt, comments on
an approval requirement will block the RT ticket sending until either
the FD/another FD adds a new statement or DAM adds a statement.

Removed some visitor uses in mia, and moved some leftover mia templates from process to mia/. refs: #11

It was causing missing date on the various
    For nm.debian.org, at {{now}}:
lines.

Alternatively templates could have used the {% now %} tag, but I'm going
with the smaller change.

Recent refactoring lost a check to ensure we had an authenticated
visitor before checking if they were an admin. Add a check to see
if we have a user at all, and if not then correctly treat as not
being an admin.
