- remove 0% complete es, fr and it translations
- update fuzzy strings for de, with fixes which I am sure are safe

This is not simply fixing up spelling and grammar, but a full (ish)
review of English language strings and translation structure. This lays
the groundwork for a more formal translation round at a later date.

Some of the phrasing will inevitably be coloured by en_GB preference,
but I don't feel any shame about that.

Break apart the new clarification about what endorsement means into
proper paragraphs; break up the translation blocks so they are not a
wall of text; language review including avoiding active voice when
describing the advocacy's properties.

By adding one more if statement to the template code and splitting out
mailing list names (which will not be translated anyway), a large chunk
of redundant template and translations can be avoided. Tidy some of the
language while we're at it.

To avoid FD approval to be challenged if a DD has a doubt, comments on
an approval requirement will block the RT ticket sending until either
the FD/another FD adds a new statement or DAM adds a statement.
