Require confirmation when sending a public comment on a process (or requirement) that contains a private comment

When a process, or a requirement, has a private comment, it's really easy to reply to the comment with a public comment by mistake: both comment buttons have the same color and "weight".

It would probably be useful to add some form of confirmation modal when we send a public comment on a requirement which has a private comment, to avoid leaking private data by mistake.
