Don't show a link to intent for emeritus when the user can't click on it

Declarations of intent for emeritus/removed processes are only posted on -private, and must therefore be only visible to DDs.

When the visitor is not a DD, it's ok to see that the declaration of intent requirement is satisfied, but it should not be a link, and it can have a tooltip explaining why it's not a link
