WIP: new logging pipelines to blue LS instances

This merge request aims to :

  • change Filebeat output from Elasticsearch to Logstash pipeline in order to enrich logs
  • update the syslog timestamp format to a more accurate one, ISO8601
  • ensure logs are harvested on every node
  • setup a proper Swift logs tagging & filtering
  • redirect Filebeat logs to its own log file instead of polluting syslog
