Fix: Assign ceph IPs to cephmon and compute_is_cephosd nodes

When using a dedicated ceph-cluster network, only cephosd nodes are being assigned a ceph-cluster IP. This change now also assigns IPs to cephmon and compute_is_cephosd nodes.

There's also a check added to ensure the OVS bridge isn't put on the ceph interface
