regionOne --> RegionOne

Closed Arnaud Morin requested to merge amorin/openstack-pkg-tools:dev/am/fix_region_name into debian/victoria

The default region_name in OpenStack is RegionOne, not regionOne. The result is that, the documentation (e.g. at [1]) is wrong and the services installed are not configured correctly by default.
