Fixed a mismatch between the project's tagged version and the hardcoded
version in migrate/__init__.py.  This is now derived to we don't have
to keep it in sync by hand.

Just a couple of minor packaging tweaks after 0.8, to make the release
work properly on the OpenStack CI system.
