d/changelog: generate entry for 2:11.0.0-2 stretch-pike-backports

Arturo Borrero González requested to merge arturo/neutron-dynamic-routing:debian/pike into debian/pike

New changelog entry. This package wont hit the official Debian archive (and thus will skip unstable). Instead, we will be uploading it directly to stretch-pike-backports on the Debian osbpo repository.
