As we are using the upper constraints when running the release
notes task using tox, we do not need to set a specific version
and we can rely on whatever is configured in upper constraints.

Some cephx keys (manila) have specail features enabled via quoted
words in their capabilities list. The initial key is created on the
file system with escaped quotes (\"auth del\" and \"auth caps\").
However the output of ceph auth get does not excape these quotes.
This results in the grep in unless satement always failing and
causing the key to be reimported multiple times.

A Ceph tracker issue has been opend to for this issue. (1)

puppet-apache has dropped support for fastcgi on RHEL/CentOS 7 hosts (1).
This patch deprecate fastcgi for removal in the P+2 release. Civetweb
is set a the default frontend for rgw.

We need Puppet package deployed from bindep so we can
run puppet module build with the new zuul v3 job.

ceph::rgw::apache was deprecated in Hammer and the upstream puppetlabs
apache module has removed support for fastcgi in EL7. This change
removes the redhat tests around this as well as removing the
ceph::rgw::apache class.

Allows setting optional mgr caps on the cephx keys.

The ceph module includes a class from openstacklib and the keystone
providers for keystone integration. This change adds in this dependency
to the metadata.json to capture this requirement. These are only
required for keystone integration if you plan on using the ceph class to
set those up.
