The auth_endpoint variable is loaded from cinder.conf, thus it should

The puppt-postgresql module does not support CentOS 9 yet and requires
some version parameters to be run on CentOS 9. This change disables
unit tests requiring that module, until the module supports CentOS 9.

Now TripleO team is replacing CentOS 8 jobs in master by CentOS 9 jobs.
This follows that and replaces tripleo jobs in puppet repos to switch

The following two parameters of the Solidfire volume driver were
already removed from cinder by [1].

 - sf_allow_template_caching
 - sf_template_account_name

This change deprecate the corresponding parameters so that we can
remove these completely in the next cycle.

This change allows usage of system scope credentials in addition to
project scope credentials, to use service user token when accessing

It turned out defining dependency for openstacklib::wsgi::apache
doesn't properly enforce resource order and the default vhost file
is not purged properly.
This change adds the more explicit dependency to enforce the order
properly.
