Add Red Hat EL8 to the list of supported OS.

Update the code that sets the $config_file_path for the Red Hat
OS family. Active releases (except EL6) all use the same config file
path, so this patch eliminates the need to update the code each time
a new OS version is released.

Improve etcd managed by docker UX

* Synch config opts from official docs
* Add member's enable_v2, quota_backend_bytes and
  cluster's force_new_cluster config params.
* Never force_new_cluster, it is a one-shot op, it
  might be destructive for periodic configuration
  management enforcement runs. Set it to False to
  protect from defaults' future changes as well.
* Add a YAML conf file and ensure it under the
  /etc/etcd/etcd.yml, owned by the etcd u/g.
  This may to be used on a user's will, e.g.:
  "docker run .. /usr/bin/etcd --config-file..."

Allow for other discovery mechanisms

Put numeric config values as numeric

Numerics as strings cause etcd to explode
with div by zero.

Fix unit tests, drop 'pe' requirement as
it's not supported anymore in public CI.
