d/t/python-sqlalchemy-utils: Update postgresql trust update to include IPv6 loopback.

This change resolves most of the autopkgtest failures that sqlalchemy-utils is experiencing, with the exception of 9 that occur because python-intervals is not available:

sqlalchemy_utils.exceptions.ImproperlyConfigured: RangeType needs intervals package installed.
