We have migrated the zuulv3 job to Bionic during Dec/Jan month.

But that effort does not move all gate job to Bionic as there are
large amount of jobs are still legacy jobs. All the legacy jobs still
use Xenial as nodeset.

As per the decided runtime for Stein, we need to test everything on openstack

Below patch move the legacy base jobs to bionic which will move the derived jobs
automatically to bionic. These jobs are modified with branch variant so that they will use
Bionic node from stein onwards and xenial for all other stable branches
until stable/rocky.

We want to default to running all tox environments under python 3, so
set the basepython value in each environment.

We do not want to specify a minor version number, because we do not
want to have to update the file every time we upgrade python.

We do not want to set the override once in testenv, because that
breaks the more specific versions used in default environments like
py35 and py36.

Horizon test setting no longer depends on nose and related stuffs.
This commit cleans up nose related dependencies.

The change was made in horizon Rocky-3,
so horizon 14.0.0.0b3 is required at least.

Also drops unnecessary Django dependencies. There is no need to
install Django explicitly as it is a horizon dependency.

The lower bound of oslo.log is added to pass requirements-check job.
The new lower bound is picked up from lower-constraints.txt.

With implementation of new engines (nova, rsync, ...) a regression was
introduced - user is no longer able to create working action for nova instance
backup because config generated by freezer-scheduler passed to freezer-agent
doesn't contain 'engine_name' thus falling back to default value 'tar'
even when 'mode' is set to 'nova'. This patch adds possibility to specify
'engine_name' in web UI which is then passed to freezer-scheduler job cfg.

Replace django.core.urlresolves with django.urls

(In Django 2.0) The django.core.urlresolvers module is removed
in favor of its new location, django.urls.
It was deprecated in Django 1.10:

Note that this commit does not add py35dj20 like other horizon plugins
because there is no actual python unit tests in freezer-web-ui.

Older Django unit tests were dropped from tox.ini
