Add designate-tempest-plugin to required-projects of
neutron-tempest-plugin-designate-scenario-train and pin it to 0.7.0.
This should avoid the client initialization issue bring in by [1].

This is a follow-up to pinned version for this branch [0], I saw some
other tests failing multiple rechecks in stein backports (including
tests already filtered out for rocky). As this is an EM branch, let's
regroup these tests in a single list for easier maintenance and add
failing tests:
* test_mtu.NetworkWritableMtuTest.test_connectivity_min_max_mtu
* test_trunk.TrunkTest.test_parent_port_connectivity_after_trunk_deleted_lb

Depending on the Scheduler being used in neutron-dynamic-routing, it may
be necessary to explicitly schedule a speaker to an agent when it is
being created. Add an option that allows to request this behavior.

Since [0], stein uses an older version of tempest to fix jsonschema
issue observed in newer releases. This tag does not have
utils.is_network_feature_enabled used in test_metadata scenario.

As stein is in Extended Maintenance, use an older version for n-t-p to
fix gates. Also filter out port forwarding test as it is unstable in
this pinned version.

Ubuntu minimal is smaller than regular cloud image.
It should works fine with less memory and boot faster than in
the gates.

Skip_checks method should be called to check appropriate
parameters (include specific test parameters such as

Those branches are not affected by the related bug. Furthermore,
those branches override the neutron-tempest-plugin version with an
older one that does not implement the method
"create_flavor_for_advance_image". This method is used to create a
specific flavor used in the CI tests.

Existing IPv4 and IPv6 extra-dhcp-options tests ignored the ip_version
attribute, so all the extra-dhcp-options tested had IP version 4

Flavor added in 79c67968 fails in
at least stable/wallaby neutron-ovn-tempest-slow job, as the flavor
already exists.

This checks if a flavor with this name already exists before trying to
create it
