stop recommending allow-ovs, see bug #989720

I'm not sure this is the right way to go, because it seems to me that the fundamental problem described in the README file. It certainly beats doing nothing at all, at least now people will have an idea on how to fix the problem they might suffer from.

I'll also suggest something to the release notes.
