Draft: Initial packaging (just a demo)

This is a demonstration of how a Merge Request for a new Debian package could look like. Note that the target branch debian/latest has packaging files in debian/ yet and all of it would be added via this MR.

Using a MR allows to quickly iterate on changes, rebasing and force-pushing new versions as many times as needed, with all the tracking and support that is built-in into GitLab Merge Requests.
