Demote xtensor-dev to a transition package.

otherwise there'll be a world of trouble during upgrades or installing
from experimental

Build-Depends: libjs-mathjax <!nodoc>
and xtensor-doc Depends: libjs-mathjax

since xtensor.pc and cmake files now reference /usr/lib/<arch-triplet>

GNUInstallDirs is used in CMakeLists.txt, setting CMAKE_INSTALL_LIBDIR
automatically to /usr/lib/<arch-triplet>

CMakeLists.txt now checks -march flag before use

handling 0.22 not 0.23 since xtl-dev 0.7 is not available yet

Update to upstream version '0.22.0'
with Debian dir f0ae35c6fbb6914f1982595128d421bc55045d5d
