new full ratt job for doxygen 1.8.15 after this commit on a 4-core, 16 GB RAM, 80 GB SSD VMware "pro" VM

730 packages have been tested, 59 failed but 51 "maybe unrelated to new changes" and only 8 certainly due to new doxygen version:
