Don't redirect stderr to stdout when reading pbuilderrc

Open Richard Hansen requested to merge rhansen/cowdancer:pbuilderrc-stderr into master

This unnecessarily masks errors in the user's pbuilderrc and can make troubleshooting more difficult.
