This adds a 'debian_salsa' stanza for salsa.debian.org as an OAuth2 provider.

Additionally I added a debian/salsa-ci.yml -- which is irrelevant to the above, so you can take it or leave it. If you want to use it, you'll want to go into repo's Settings > CI/CD > General Pipelines area and set CI/CD configuration file to be debian/salsa-ci.yml
