Precomp rakudo helper

This combines previous work from dominique with a switch on compiler-id into a rakudo-helper.pl script. This can then be called both by rakudo when it is upgraded, and from module package postinst/postrm scripts to precompile and remove files.

This way all the logic handling precomp files is located in one place
