Remove preinst code handling conffile files
The maintscript to move the bash completion conffile was done in oldstable and is no longer required. The apt conffile was done in 2001 and should no longer be necessary.
This change is requested to enable the InstallBootstrap idea while also reducing the number unnecessary maintscripts.
