d/rules: Add amdgcn-mesa-mesa3d to libclc build

Jordan Justen requested to merge jljusten/llvm-toolchain:libclc-12-amdgcn-mesa-mesa3d into 12

I confirmed this change makes adds tahiti-amdgcn-mesa-mesa3d.bc and *-amdgcn-mesa-mesa3d.bc symlinks to the the libclc-12 package, similar to the older libclc-amdgcn package.

Based on reading the bug descriptions, I think this should be able to close #993904, #995069
