Fix a regression in nftables 0.9.8 that made nftables too greedy in removing icmp dependencies.

To be clear this is NOT meant for the master branch and probably looks horrific right now. It's real target is a to-be-created debian/bullseye-backports branch that will be have to be branched off of debian/0.9.8-3 as discussed on IRC.
