d/patches: Add patch to fix TBB archive name format change
The TBB archive name format got changed with the recently released Tor Browser 13.0 and torbrowser-launcher now returns 404 when trying to download TBB. For more information see the upstream ticket.
The issue is already fixed in upstream and also in the Flatpak version of torbrowser-launcher. It is tested and works fine.
Please, update debian/changelog and do a new package release after this MR gets merged. I am sadly not experienced with the Debian packaging process so I am not doing these changes myself as a part of this MR. Thanks!
