Fix Sugar version used in custom user-agent · 3f07fa55

The Browse user-agent is the WebKit2 user-agent appended with the
latest stable version of Sugar.
Previously, Sugar versions released as 'stable' were even-numbered.
Now that this convention isn't followed, set Sugar version from env
variable. Set fallback Sugar version to last stable release version.
