Fix some issues reported by lintian

Update lintian override info format in d/source/lintian-overrides on line 2-7. (mismatched-override)
Bump debhelper dependency to >= 9, since that's what is used in debian/compat. (no-versioned-debhelper-prerequisite)
Bump debhelper from deprecated 9 to 10. (package-uses-deprecated-debhelper-compat-version)
Set upstream metadata fields: Bug-Database, Bug-Submit, Repository-Browse. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking)
