Add: config for Debian Outreach Team Pages

I have started writing my GSoC 2025 project 'Make Debian for Raspberry Pi Build Again' progress blog posts to Debian Outreach Team pages and I would like to add entry for Debian Outreach Team pages to Debian Planet.
