Update to 3.0.0 and lintian-fixes

Hi,

I wanted a more recent afew for my workstation and hence built it myself and added some other small things to make lintian happy. If you appreciate the Contribution I would like to join the team to spent more time on maintenance of afew in the future.

  • New upstream release
  • d/rules: disable tests as they require a present notmuch db
  • d/control: bump debhelper-compat to 13
  • d/control: bump Standards-Version to 4.5.0
  • d/control: add Rules-Requires-Root: no

Please tell me how to contribute the upstream and pristine-tar branches.
