debian/watch: use github instead of pypi which has no tests

Fabrice BAUZAC requested to merge fbauzac/beaker:upstream-tests into master

The tarballs published on PyPI (such as 1.11.0) have their tests stripped off. Let's instead download the github tarballs, which have tests we can run.
