Package new upstream version and enable testsuite in autopkgtest

  • Package version 0.15.1 to support Django 4 and 5 (see bug #1122968)
  • Run the upstream test suite in autopkgtest
  • Add a tiny patch to have all the tests passing (already forwarded upstream)

This was found while doing maintenance work on the Ubuntu Error Tracker, because Tastypie is actually broken in Ubuntu too from Noble to Resolute. Hopefully having the testsuite in autopkgtest will prevent hitting such disasters with this package 🙃
