Revert patch to fail on any invalid ssh public key

Colin Watson requested to merge cjwatson/fail2ban:revert-1038779 into master

This would ban legitimate users with multiple public keys, as well as breaking tests. See https://github.com/fail2ban/fail2ban/issues/3922 for the rationale.
