Add missing build dependencies

This MR adds the missing build dependencies to the debian/control file to fix the current package build failure. Also, since the rust-trycmd dependency has been updated in Debian to v0.15, the patch that previously relaxed its version to 0.14 is not needed anymore, so it has also been removed here
