Update to 3.4.8 + OpenSSL 3.0.0 patches

This MR updates the package to the latest pre-Rust release, and adds a few temporary patches to fix the build against OpenSSL 3.0.0. Those patches are temporary since the current release 35.0.0 of the upstream package supports OpenSSL 3.0.0, but alas they've also introduced a hard dependency on Rust and on some Rust crates that are not yet packaged in Debian.

I'm planning on kickstarting the OpenSSL 3 transition in Ubuntu soon-ish and this package is a blocker as it is in Ubuntu main. I figure that Debian might be interested in having a more up-to-date version of python-cryptography as well, while we figure out the proper way forward with the new Rust codebase.
