Update to upstream 0.3.8.2 and fix Python 3.12 compatibility

This MR updates the package to upstream version 0.3.8.2, and includes some additional fixes:

  • Include a patch to migrate from the imp library to importlib, closing a FTBFS bug with Python 3.12 (#1058129).
  • Update watch file to version 4.
  • Update standards version to 4.6.2 (minor tweaks to d/copyright, and the addition of a Rules-Requires-Root field in d/control).
