d/rules: ignore test_source_distribution and test_wheel

Mateus Rodrigues de Morais requested to merge mateus-morais/scikit-build:fix-scikit-build-ftbfs into debian/master

This is related to commit 2c7e0f, which disabled these two tests in d/tests/testsuite but not in d/rules. This resulted in these tests running anyway during build and eventually in a failure to build from source.
