0 new commits since the last upload, time to upload?

Shortly after I uploaded a new version of my package mmdebstrap, distro-tracker informed me that there were 0 new commits since the last upload and that it would be time for a new upload:

I don't think that this action item should be displayed in the first place when distro-tracker already figured out that there is no new commit since the last upload.
